John Shelley was Mayor of San Francisco from 1964-1968. Times of great social upheaval. Shelley was the first Democratic mayor of SF in half a century, beginning a streak that runs to this day. He's also distinguished for having made J. Edgar Hoover's DETCOM list. In the event of national emergency, Shelley was part of a select group of people FBI agents were directed to "Detain as Communist." The list was in effect for decades, although never disclosed to anyone outside the FBI. If only Hoover had pursued the very real organized crime threat as obsessively as he did the imaginary communist-under-every-bed delusion.
